    As President, Scott leads Sierra7’s overall company performance, drives business growth, and leads business operations.

    As President, Scott is committed to growing Sierra7’s healthcare consulting and technology portfolio and pipeline through investing in technology and innovation, and by developing strategic teaming and client relationships. Prior to Sierra7, Scott was a Partner/Senior Vice President at Booz Allen Hamilton where he led accounts, served as Chief Transformation Officer, and led the firm’s Consulting Service Offering. Scott is a member of the Board and Executive Committee for the USO Metro and served as an adjunct professor of Organizational Change Management at Georgetown University.

    Having spent 20 years driving large scale change and transformation efforts, I wanted to be a part of an organization where I can bring my expertise to lead a team whose values and focus on quality matched my own. From the first time I met Rafael, I knew he was the type of mission-first, values-based CEO I wanted to work for.     Laurie Chapman Chief People Officer

    As Chief People Officer, Laurie oversees all of the Human Capital functions of the organization, the strategy and processes related to building and retaining the exceptional team of professionals at Sierra7.

    She optimizes Sierra7’s people-centered activities such as hiring, training, professional development, and performance management to ensure these efforts support the company’s growth and bottom line. Laurie previously served as Sierra7’s Vice President of Operations and prior to joining Sierra7, she was the Director of Government Services at XcelHR, a national PEO organization, where she established and directed their Government Service and Staffing Division, generating millions of dollars in new revenue. Laurie applies her expertise and experience in supporting VA clients to maximize productivity and ensure customer satisfaction.

    Gina Gallagher Chief Growth Officer

    As Chief Growth Officer, Gina will lead Sierra7’s business strategy and growth teams to ensure optimum client solutions and superior services to government agencies, strengthen our customer relationships, and support the continued expansion of Sierra7’s service to its clients.

    Gina provides oversight and leadership direction for our business development activities as well as aspects of client delivery that support organic growth. She is responsible for the development of new business, market cultivation, product development, client experience, and internal alignment to achieve Sierra’s long term growth goals. Gina has over 30 years of business strategy, business development, and marketing experience having held numerous leadership and senior executive management positions in large to small-size companies in the federal market. Prior to joining Sierra7, Gina led several companies to deliver millions of dollars in revenue and manage sales teams to win new and organic growth opportunities on T4NG and other contract vehicles.

    I joined Sierra7 for the opportunity to deliver exceptional services and solutions to VA and other government agencies through our existing contract vehicles.     John Peterson Chief Operating Officer

    As Chief Operating Officer, John is responsible for the execution and management of Sierra7’s contracts.

    He provides strategic guidance and leadership for our contract, financial, and customer management activities as well as aspects of staff recruitment, talent development, and leadership. Prior to joining Sierra7, John served as Vice President of Booz Allen Hamilton’s Health Practice which focused on projects with the Defense Health Agency and Department of Veteran Affairs. He actively supports Veterans and the Warfighter through his work and personal life through projects and programs such as Paralyzed Veterans of America, Honor Flight, Wounded Warrior Project and Wreaths Across America.

    After spending most of my career at mostly large companies, I wanted to get back to working with a small business. I found Sierra7 to be an SDVOSB that focuses most of its engage on work with VA and a culture that emphasizes collaboration with, and respect for, the people that you work with.     Frank Rendon Chief Financial Officer and Contracts

    As Sierra7’s Chief Financial Officer, Franks focuses on all financial aspects related to the development and execution of the company’s strategic direction and business growth.

    He leads and develops Sierra7’s finance, accounting, pricing, forecasting, contracts, and IT corporate operations. Prior to joining Sierra7, Frank was the Financial Management Principal at Immersion Consulting, providing corporate leadership over all financial management program operations and business development activities; Frank was Chief Operating Officer (COO) of Advanced Technology Systems Company (ATSC), directing overall Business Operations, Business Development and Operational Programs; and lastly as Managing Director in Accenture’s Federal Finance and Enterprise Performance practice, Frank led the support for the Navy Financial Improvement and Audit Readiness (FIAR) efforts to improve financial processes and related financial data integrity. Frank proudly served 21 years in the U.S. Navy as a Supply Officer where he held a variety of financial management and logistics roles.

    Richard Tucker Chief Performance Officer

    As Chief Performance Officer, Richard provides leadership and support to develop, administer, interpret, and report on the success of Sierra7’s client services and business operations.

    His team applies business intelligence and analytics through practical continuous process improvement for the achievement of Sierra7’s primary objective – service excellence. At Sierra7, he provided his corporate quality and process improvement expertise to lead Sierra7 achieving an organization-wide CMMI SVC ML3 accreditation. Richard has more than 25 years of federal and commercial consulting experience, serving in leadership roles at BearingPoint and Deloitte. He is a Project Management Professional (PMP), Certified Scrum Master (CSM), Prince2 Practitioner, and has completed ITIL v3 Foundations.

    Tina Andrews VP of Health Services

    AS VP of Health Services, Tina provides leadership to deliver medical revenue cycle management and national citizen engagement services for Sierra7.

    Tina ensures that Sierra7 provides our clients with quality service that matters to their constituents. Prior to joining Sierra7, Tina served as the Chief Financial Officer for HMS Technologies and has over 20 years of extensive experience in accounting and cost management. She is also a Licensed Practice Nurse (LPN) with a Master’s in Business and Healthcare Administration.

    I have a nursing license and Master of Healthcare Administration and I was looking for an opportunity to utilize them. At Sierra7 I am able to contribute to the health and wellbeing of our Veteran population, which is near and dear to my heart because my husband is a Veteran and my daughter attends the United States Naval Academy. It is my chance to give back. Sierra7 being an SDVOSB stands behind the meaning of serving our Veterans and it is a mission that I want to remain a part of.

    Darrell Heinrichs VP of Digital Services and Consulting

    As Vice President of Digital Services and Consulting, Darrell Heinrichs oversees the progression of Sierra7’s contracts to ensure that our project teams implement strategies and policies that best meet the needs of our clients.

    Darrell has 30 years of IT and consulting experience in project capture and execution supporting federal agencies including the Defense Health Agency and Department of Veterans Affairs. Darrell volunteers time in his community supporting organizations that provide jobs for adults with special needs.

    I have been supporting VA and Defense Health for the last 25 years, so I wanted to find a place that shared my passion for our nation’s Servicemembers in uniform and for our Veterans, and I found that here at Sierra7. As a Service-Disabled Veteran himself, Rafael has created a corporate culture where we “treat others the way you want to be treated” – There is no better goal when serving war fighters and our Veterans, so I knew Sierra7 was the right place for me.

    Dan Herlihy VP of Strategy and Growth

    As the VP of Strategy and Growth, Dan is responsible for developing and executing Sierra7’s growth strategy.

    Dan leverages his experience supporting VA, DoD, and Civil Health agencies to win and deliver contracts and task orders that grow our portfolio and expand our impact. Dan previously served as Director of Operations and then Director of Strategy and Growth at HMS Technologies before joining Sierra7. Prior to HMS, he was a Senior Associate at Booz Allen Hamilton responsible for their Cyber Security Capability in the Health market. Dan proudly served 5 years in the U.S. Marine Corps as an Information Systems Management and Data Communications Officer.

    I’ve had the opportunity to work with large and small businesses since serving in the Marine Corps. I have found the small business culture more rewarding in that I can have a personal relationship with the leadership team and directly impact the success of the business.     Joanne Williams, VP of Accounting

    As Vice President of Accounting, Joanne Williams oversees the daily operations of the accounting department, manages the preparation of all financial reports and prepares financial forecasts, budgets and proformas.

    Joanne is responsible for the monthly and annual close of company financial records, providing variance analysis and developing GAAP accounting policies and procedures with the CFO. Joanne is a Certified Public and Management Accountant. Joanne proudly served 6 years in the U.S. Air Force as a Communication and Navigation Electronics Specialist.

    Jeff Dohmann, VP of Finance

    As VP of Finance, Jeff is responsible for overseeing the financial operations and strategic pricing activities for the organization

    Prior to joining Sierra7, Jeff worked for 14+ years at Accenture Federal Services, holding a variety of leadership roles in corporate finance and business operations. Jeff specializes in P&L management, financial operations, and competitive pricing strategy, with a focus on both top and bottom-line growth. Jeff holds an MBA from Georgetown University and a BS in Finance from Virginia Tech.
