As CEO, Rafael is responsible for Sierra7’s overall success.
Rafael provides his expertise and leadership in guiding Sierra7’s well-respected position in the marketplace as a go to go-to organization supporting federal government agencies. Under his guidance, Sierra7 has executed successful acquisitions, achieved organization-wide CMMI Service Level III accreditation, strengthened our DevSecOps portfolio and pipeline, and built a leadership team that delivers Sierra7’s Mission and Values every day. Rafael is a Veteran who proudly served in the U.S. Navy.

Laurie Winglass Chief People and Talent Officer
As Chief People and Talent Officer, Laurie will lead in the areas of Talent Acquisition; Diversity, Inclusion, Equity & Enablement; Professional Development, Employee Relations, and Employee Engagement throughout the organization.
Laurie has a background of 25+ years of experience in all aspects of HR management with a focus on compliance, learning and leadership development, and talent management. She possesses a national certification as a Senior Professional in Human Resource Management, and a certification in transformation leadership. Over the last 10 years she led teams in the IT and consulting space.

Frank Rendon Chief Financial Officer
As Chief Financial Officer, Frank focuses on all financial aspects related to the development and execution of the company’s strategic direction and business growth.
He leads and develops Sierra7’s finance, accounting, pricing, forecasting, contracts, and IT corporate operations. Prior to joining Sierra7, Frank was the Financial Management Principal at Immersion Consulting, providing corporate leadership over all financial management program operations and business development activities; Frank was Chief Operating Officer (COO) of Advanced Technology Systems Company (ATSC), directing overall Business Operations, Business Development and Operational Programs; and lastly as Managing Director in Accenture’s Federal Finance and Enterprise Performance practice, Frank led the support for the Navy Financial Improvement and Audit Readiness (FIAR) efforts to improve financial processes and related financial data integrity. Frank proudly served 21 years in the U.S. Navy as a Supply Officer where he held a variety of financial management and logistics roles.

Kirthi Anantharam Chief Strategy and Technology Officer
As Chief Strategy and Technology Officer, Kirthi will drive Sierra7’s technological vision, ensuring that innovation aligns with the company’s strategic objectives. He will focus on enhancing brand recognition, diversifying market representation, and increasing revenue through cutting-edge technology initiatives.
With over 24 years of experience, Kirthi has a proven track record in leading large-scale technology transformations, business strategy, and stakeholder engagement. His previous roles include Chief Growth Officer at Customer Value Partners (CVP) and leadership roles at Lockheed Martin. Kirthi holds master’s degrees in industrial engineering and computer science from the New Jersey Institute of Technology and a Bachelor of Science in Mechanical Engineering from the University of Mysore. A certified Project Management Professional (PMP) and Leadership of Greater Washington alum, Kirthi has also served on the Board of Directors for METAvivor Research and Support, Inc.

Joanne Williams Vice President of Accounting
As Vice President of Accounting, Joanne Williams oversees the daily operations of the accounting department, manages the preparation of all financial reports and prepares financial forecasts, budgets and proformas.
Joanne is responsible for the monthly and annual close of company financial records, providing variance analysis and developing GAAP accounting policies and procedures with the CFO. Joanne is a Certified Public and Management Accountant. Joanne proudly served 6 years in the U.S. Air Force as a Communication and Navigation Electronics Specialist.

Scott Feigenbaum Vice President of Solutions
As Vice President of Solutions, Scott plays a pivotal role in shaping the strategic direction, development, and implementation of Sierra7’s technology initiatives, with a specific focus on securing new government contracts and helping manage existing government technology work.
Scott has more than 25 years of experience driving growth and building strong teams in the consulting industry. His focus on people, capabilities, and client success have enabled his path within the US federal government and commercial markets. Scott’s experience has been in the areas of Systems Integration, Financial Management Systems, Infrastructure Services, and Cybersecurity. He performed delivery and leadership roles at SAIC, Accenture, Sila Solutions Group and Ernst & Young and he holds a BS in Business Administration/MIS from Elon University.
