SIERRA7 PROMOTES JOHN FOLINO TO CHIEF OPERATING OFFICER
McLean, VA – 17 Jun 2025. Sierra7, a leader in government healthcare and technology solutions, is pleased to announce the promotion of John Folino to Chief Operating Officer (COO). Folino previously served as the company’s Director of Program Operations.
As COO, Folino will join Sierra7’s senior leadership team and report directly to CEO Rafael Fagundo. He will lead the company’s day-to-day operations, oversee the implementation of key business strategies, and drive organizational performance and efficiency to support long-term, sustainable growth. In this role, Folino will also play a vital part in enhancing customer satisfaction, strengthening cross-functional collaboration, and supporting company-wide initiatives.

Folino brings a proven track record of operational leadership and mission-focused execution. He previously served as COO of BlackFish Federal LLC and Senior Vice President of Operations at Veterans Enterprise Technology Solutions (VETS), Inc. He has more than 30 years of operations management experience and has been a Sierra7 partner since its founding in 2009.
Since joining Sierra7, he has consistently demonstrated strategic insight and operational excellence across a portfolio of high-impact federal programs.
