  • Rafael Fagundo, Chief Executive Officer and Founder

    Rafael Fagundo has more than 25 years of business experience and more than 17 years in information technology, client care, and business development. At Sierra 7, Rafael is responsible for Sierra 7’s overall success. Previous to Sierra 7, Rafael was CEO of Xcalibur, Inc, an IT Government Consulting firm based in Reston, VA.

    Prior to joining Xcalibur, Rafael was responsible for business development with Lockheed Martin Maritime Systems and Sensors group. At Lockheed Martin, Rafael worked to grow the U.S. Coast Guard’s largest recapitalization effort, the $17 billion dollar Integrated Deepwater System.

    Before joining Lockheed Martin in 2003, Rafael served as President and CEO of ASPEN, an Application Service Provider based in Reston, VA. Rafael successfully led the sales, consulting, and operations units, ultimately executing a successful sale of the business to OutTask, a larger Application Service Provider based in Alexandria, VA. Prior to ASPEN, Rafael served as Chief Technology Officer at Warmcorners.com. In this capacity, Rafael successfully guided the development of Warmcorners’ e-commerce portal. Rafael also served as a Senior Manager at KPMG (now BearingPoint, Inc., delivering client relationship management solutions for Fortune 500 organizations.

    Rafael also served as Vice President of Information Technology and Operations and ultimately Chief Information Officer for Max Worldwide, a leading strategic marketing firm with a significant client care specialty in Herndon, Virginia, Toronto, and London. In this capacity, he was responsible for all aspects of client care, including service delivery, technology, staffing, quality assurance, and training. Rafael also worked with USEC, a Global Energy Company, as Director of Information Systems. At USEC, Rafael led the re-engineering of all plant wide business systems and all information systems at the newly created headquarters.

    In addition, Rafael worked on Capitol Hill as an aid to a member of the U.S. Senate. Rafael also worked for several political organizations ensuring appropriate operations and information technology. Rafael served more than 4 years in the U.S. Navy aboard the USS Kidd as well as for the Navy Judge Advocate General in Alexandria, VA. Rafael studied Business Management at the University of Phoenix and has also completed Six Sigma Training.

  • Scott Barr, President

    Scott Barr has over 20 years of business and consulting leadership experience. As President, Scott leads Sierra7’s overall company performance, drives business growth, manages business operations, and leads strategic teaming relationships.

    Prior to joining Sierra7, Scott was a Senior Vice President (SVP) at Booz Allen Hamilton. Scott joined Booz Allen as a Consultant in 1999 and focused his first 10 years on process and workforce/culture change associated with implementing IT and knowledge management systems. As his career progressed at Booz Allen he was asked to take on roles of increasing importance. One particular role from when he was a Vice President included leading all aspects of growth of one of the firm’s largest geographies. In his time as the regional leader responsible for overall business operations, market growth and talent development, Scott helped grow the geography from 350 employees to over 800.

    After leading a geography, Scott was asked to stand up and lead market development crosscutting initiatives for the firm’s multi-billion dollar Defense and Intelligence markets. In this role, he worked with SMEs and leaders across the business to create cross market lines of business that allowed the firm to scale hiring, investments, talent deployment, capability development, and market capture.

    Following his Defense and Intelligence market role, Scott was promoted to Partner/Senior Vice President and took a leadership role in the firm’s healthcare practice including programs supporting veteran and military health communities. In this role, Scott had capability, market development, and business operations leadership responsibility.

    In addition to Scott’s market leadership roles at Booz Allen, he was also selected to take on firm-wide leadership roles including being the firm’s Chief Transformation Officer and leading the Consulting Service Offering.

    Prior to Booz Allen, Scott was a business systems analyst at American Management Systems helping national security clients implement financial systems.

    Beyond his professional roles, Scott also serves on the Board and Executive Committee for the USO Metro providing support and assistance to military personnel and their families. Scott has been an Adjunct Professor of Organizational Change Management at Georgetown University. His graduate degree is from John Hopkins and his undergraduate degree is from Susquehanna University.

  • Laurie Chapman, Chief People Officer

    Laurie Chapman has over 20 years of experience in government contracting. As Chief People Officer, Laurie oversees managing the strategy and processes related to building and retaining the exceptional team of professionals at Sierra7. She optimizes Sierra7’s people-centered activities such as hiring, training, professional development, and performance management to ensure these efforts support the company’s growth and bottom line. Prior to her position as CPO, Laurie was Sierra7’s Vice President of Operations, responsible for contract management and the day to day operations of the company. As in that role, Laurie continues to utilize her experience to supporting the clients and employees of Sierra 7 to maximize productivity and ensure customer satisfaction.

    Prior to joining Sierra 7, Laurie was Director of Government Services at XcelHR, a national PEO organization, where she founded and created their Government Services and Staffing Division, generating millions of dollars in new revenue. She oversaw compliance regulations with the ever-changing requirements for government contractors, assisting over 500 government contracting companies in the areas of business development, proposal writing, teaming, performance and compliance with FAR, DFAR, CFAR, and DOL regulations and standards. With a passion to help small businesses succeed and a vast background in government contracting, she successfully facilitated the awarding of over $100 million in federal contracts and assisted her client companies in delivering those contracts with a high degree of customer satisfaction. Laurie also performed management analysis of client companies and assisted in creating management and operational plans for their growing businesses, while helping them to reduce G&A and overhead for improved bottom line profitability.

    Prior to her career at XcelHR, Laurie was the owner and founder of AES Consultants, a small government contracting and staffing firm. AES was successful in helping small companies get started in the government and state contracting arenas. By assisting in teaming agreements, proposal writing, contract performance and staffing, AES was a vital part of over 400 awarded contracts. At AES, Laurie developed unique recruiting and staffing expertise in filling hard to find professionals in the areas of Cyber Security, Information Technology, Engineering, Program Management and Business Analytics. The company was also named Employer of the Year by a local college for training, hiring and placing many of their Information Technology students. AES was also the premier staffing firm for an Army contract placing over 400 certified individuals to work on an IT Helpdesk support contract nationally.

    A native of Huntsville, AL, Laurie has worked with Army AMRDEC, NASA and MDA to help bring qualified talent and companies to the ever-growing government contracting community at Redstone Arsenal. Laurie has a Bachelor of Science Degree in Business Administration and her FCME certification from the University of Alabama. With military members in her immediate and extended family, Laurie is dedicated to serving our men and women in uniform, our nation’s veterans, and ensuring the success of Sierra7.

  • John Peterson, Chief Operating Officer

    John Peterson has 35 years as a Federal Government contractor leading a variety of information technology programs. His experience has included the creation of corporate service offerings, new business development and over 25 years of managing large organizational entities and complex information technology programs. He has been responsible for the management of personal services organizations that provide IT and business process consulting, enterprise level system analysis and development, and world-wide system deployments. His experience includes contract, financial and customer management activities as well as all aspects of staff recruitment and leadership. The vast majority of his career has been spent supporting federal healthcare organizations such as the Department of Veterans Affairs, the Military Health System/Defense Health Agency and the Department of Health and Human Services.

    Before joining Sierra7, John served as a Vice President within Booz Allen Hamilton’s Health Practice with a specific market focus on Military Health and the Defense Health Agency. Prior to that he supported the Department of Veterans Affairs primarily through the T4/T4NG contracts. In these roles he oversaw delivery and business development, provided people leadership and supported strategic planning for the business unit.

    As Vice President and Operations Manager within SAIC’s Health Solutions Business Unit (HSBU) he was responsible for building and running SAIC’s business with the Department of Veteran Affairs (VA). He also served as the Operations Manager for SAIC’s Military Health Systems Operation. In that role, he managed the delivery of professional services to Department of Defense clients around the globe.

    John also served as Vice President and General Manager of Daou Systems’ Government & Integration Services Practice. In this role, he was responsible for all sales and delivery in the government healthcare space. Additionally, he provided financial management, marketing and executive-level client relationships as a part of Daou’s corporate leadership team.

    He started his professional career with 19 years in Electronic Data Systems’ (EDS) Federal Government Strategic Business Unit. He grew through the ranks to become a Vice President in the federal government healthcare sector. At EDS, he supported numerous clients, including DoD Health Affairs, the Air Force Electronic Systems Command, the PEO for Standard Army Management Information Systems and the Department of Veteran Affairs.

    John has a bachelor’s degree in Business Management and Computer Science from Boston College. He enjoys supporting veteran service organizations such as Paralyzed Veterans of America, Honor Flight and Wreathes Across America both personally and with his work family.

  • Frank Rendon, Chief Financial Officer and Contracts

    Frank Rendon has more than 30 years of leadership and management experience including executive positions in financial management, operations, logistics and supply chain management. As Sierra7’s Chief Financial Officer (CFO), Frank focuses on the financial aspects related to development and execution of the overall strategic direction and business growth. Specifically, he leads and develops finance, accounting, forecasting, contracts, and IT corporate operations.

    Prior to joining Sierra7, Frank was the Financial Management Principal at Immersion Consulting, a SDVOSB company, specializing in Defense Travel System Support, Financial Management, Information Technology, and Engineering services. He provided corporate leadership on all Financial Management Program Operations and Business Development activities to include sourcing for new opportunities, capture management, strategic pricing for bid submissions, proposal management and program execution. As proposals were awarded, he supported key start up activities and contract transition, participated in contract kickoff meetings, and supported new recruitment and staffing.

    Prior to his role at Immersion Consulting, Frank was Chief Operating Officer (COO) of Advanced Technology Systems Company (ATSC), a company engaged in providing border and maritime surveillance solutions to government, military, and commercial customers. He directed overall Business Operations, Business Development and Operational Programs. He was in-charge of the implementation of company policies and procedures. He resolved issues in relation to ATSC's operations which include sales, production, and marketing.

    Prior to joining ATSC, Frank spent six years with Accenture, a global management consulting firm, where he served as Managing Director in the firm’s CFO Advisory services and Financial and Enterprise Performance domain leading the Navy Financial Improvement and Audit Readiness (FIAR) program. He has experience in a broad array of finance, accounting, logistics and information technology projects holding a variety of leadership positions with a focus on delivering value and return on investment to Accenture’s clients.

    Prior to transitioning to industry, as a civil service leader with the Bureau of Naval Personnel as the Deputy Comptroller, Frank transformed and revitalized the financial business processes as best practices which significantly improved the Navy’s ability to monitor financial data and provided leadership with timely, reliable, and actionable data to make decisions. Prior to transitioning to civil service, he spent 21 years in the Navy as a Supply Officer where he held an array of financial management and logistics roles.

    Frank holds a Master of Business Administration from the Naval Postgraduate School and a Bachelor of Science in Business Administration from Oregon State University.

  • Richard Tucker, Chief Performance Officer

    As Chief Performance Officer, Richard Tucker provides leadership and support to developing, administering, interpreting and reporting on the success of Sierra7’s client services and business operations. He applies business intelligence and analytics through practical continuous process improvement for the achievement of the corporation’s primary objective of service excellence.

    Richard has more than 25 years of experience in Federal and commercial contracting. His domain expertise includes implementing disciplined governance to large-scale systems integration and deployment programs driven by a passion for quality. He is experienced with guiding organizations to operate at CMMI Maturity Level 3; he has served as a CMMI SCAMPI ML5 Appraiser; and he has implemented ISO9001 quality management systems for defining and managing business operations. He has served as a senior advisor to establish program governance at cabinet agencies and as an expert witness on project management controls in litigated disputes. Richard was also instrumental in two successful venture capital funded “dot com” software firms during the heyday of Internet startups.

    Mr. Tucker holds a Bachelor of Science in Business Management. He is a Project Management Professional (PMP), Certified Scrum Master (CSM), a Prince2 Practitioner, and certified in ITIL v3 Foundations.

  • Tina Andrews, VP of Health Services

    Ms. Tina Andrews is Vice President of Health Services, providing leadership to delivering medical revenue cycle management and national call center services for Sierra7. Tina ensures that Sierra7’s goal to provide our clients with the best possible service available is achieved each day. Ms. Andrews has over 20 years of accounting and financial services experience from small start-ups to larger firms such as Wartsila, NSD Power, and Kaplan & Kaplan. Prior to joining Sierra7, Tina served as the Chief Financial Officer for HMS Technologies. She joined HMS 6 months after the company was formed and remained with the company for 16 years, until their acquisition by Sierra7. During this time, she established the corporate accounting system and procedures, HR and benefit system, and ran a successful product delivery division. Tina’s extensive experience in accounting provided sound cost management through an integration of qualitative and quantitative project metrics and controls.

    Tina holds a Bachelor of Science degree in Accounting from the University of Baltimore, as well as a Master of Business Administration (MBA) and a Master’s in Health Care Administration from the University of Maryland. She is also a Licensed Practical Nurse (LPN).

  • Steve Gosewehr, VP of Technology & Security

    As Vice President of Technology and Security, Steve Gosewehr is focused on providing comprehensive IT and security solutions to federal clients. Within his 20+ years of progressively senior roles in both private and federal sectors, Steve has proven himself a thought leader focused on truly understanding clients’ needs. Prior to joining Sierra7, Steve was Chief Technology Officer and Chief Security Officer of Liberty IT Solutions, a Federal Healthcare Solutions provider based out of Herndon, VA. In this executive position, Steve provided critical support of multiple aspects of the company including business development, delivery, and running the corporate IT and Security programs. Steve was instrumental in winning over $100M in new business, while providing direct consulting for delivery on multiple contracts.

    Before joining Liberty IT Solutions, Steve had multiple senior roles at the Department of Veterans Affairs, most recently running the data center security program for the Department of Veterans Affairs as Deputy Director, Enterprise Operations Systems Security. In this role, Steve was responsible for systems security and privacy at VA’s national data centers, which included $100’s of millions of IT investments across most types of IT platforms. Steve managed 85 security specialists covering Access Management, Technical Security, Information Assurance, Risk Management, and Privacy with a budget of $25M. During his 8 years at the VA, Steve was also selected for the Leadership VA Program, a highly competitive leadership development program and supported all of the major national initiatives to address critical audit findings throughout VA’s Office of Information Technology.

    Prior to joining VA, Steve was a Senior IT Security Auditor for the U.S. Government Accountability Office. Steve was involved in many critical security audits and reviews of federal programs including FBI’s classified network, FAA’s Air Traffic Control System, SEC’s first ever financial audit, and a government-wide review of Federal efforts to combat cybercrime. Before joining federal service, Steve was a Senior Software Engineer for Alcatel, a global telecommunications provider.

    Steve holds a Master’s of Business Administration from the University of Texas at Austin, a Master’s of Computer Science from the University of Texas at Dallas, and a Bachelor’s of Computer Science from Bradley University. Additionally, Steve’s certifications include Certified Information System Security Professional (CISSP), Certified Information Security Auditor (CISA), Certified Information Security Manager (CISM), and Certified Authorization Professional (CAP).

  • Darrell Heinrichs, VP of Operations

    Darrell Heinrichs has over 30 years identifying, capturing and executing information technology, professional services, and outsourcing contracts in both the commercial, and federal government sectors. Darrell’s experience spans civilian and military programs covering both new development and support activities using a wide variety of contract types and vehicles. Darrell is well-versed in all program aspects ranging from pursuit to financials to contracts/subcontracts to vendor management to leadership and customer care activities. Darrell has supported Agencies such as the Departments of Justice, Education, Agriculture, Homeland Security, and the Centers for Medicare and Medicaid services, but has spent much of his career supporting Military Health/Defense Health Agency and primarily the Department of Veterans Affairs.

    Prior to joining Sierra7, Darrell supported MAXIMUS in the pursuit and execution of several State-level initiatives providing call center support services to individual State’s Unemployment Insurance functions which were overwhelmed due to the impact of the COVID virus.

    At Optum (United Healthcare) as the Director of Strategic Programs, Darrell co-captured 3 Regions of Veteran’s Affairs Community Care Network program leading all teaming and pricing activities and overseeing the design and development of the technical solution.

    In the years prior to that, Darrell was responsible for the capture and execution of a wide range of programs spanning the Federal Government. Programs ranged from Professional Services contracts such as the Department of Defense Nurse Advice Line or supplying Healthcare Informaticists to Veterans Affairs to Information Technology programs such as deploying an Electronic Health Record solution for the Department of Homeland Security and an Enterprise Service Bus to the Interagency Program Office to providing hundreds of IT specialists to Veterans Affairs to provide new development and sustainment support to their suite of healthcare solutions and infrastructure.

    Darrell has a bachelor’s degree from the University of Portland in Computer Applications Management. He volunteers time in his community supporting an organization that provides jobs for adults with special needs.

  • Dan Herlihy, VP of Strategy and Growth

    Dan Herlihy has more than 25 years’ experience delivering technology solutions to Federal Government and Commercial clients. For the past 18 years, Dan has held positions of increasing responsibility at multiple firms in both business development and service delivery within the Federal Healthcare Market supporting the Department of Veterans Affairs and the Department of Health and Human Services along with several HHS Operating Divisions. At Sierra7, Dan is responsible for developing and executing Sierra7’s growth strategy.

    Prior to joining Sierra7, Dan supported the growth of the Service Disable Veteran Owned Small Business HMS TECHNOLOGIES serving first as Director of Operations and then as the Director of Strategy and Growth. During his four years at HMS, Dan was instrumental in winning and delivering more than thirty-six VA contracts and task orders, primarily on the VA T4NG vehicle, with a value of more than $400M. As Vice President of Professional Services for Merlin International, he was responsible for building and running Merlin’s Professional Services Business supporting VA, HHS, and the Department of Defense. He was responsible for the delivery of programs that included the HHS Enterprise Security Program Support and the VA Enterprise Anti-Virus and Host-Based Intrusion Prevention contracts with a total portfolio of more than $30M in annual revenue.

    As a Senior Associate with Booz Allen Hamilton, Dan was the Cyber Security Capability Lead for the Health Market growing this key business to greater than $30M in annual revenue. As a Program Manager and Cyber Security Subject Matter Expert, Dan let multiple large programs including the VA Chief Information Security Officer Support and Secure One HHS contracts working directly as Program Manager and a trusted advisor to multiple VA and HHS Chief Information Security Officers.

    Dan is a Marine Corps Veteran who served more than 5 years as the Information Systems Management Officer for the Third Force Service Support Group, including supporting multiple Force deployments abroad as Data Communications Officer, and the Ninth Marine Corps District. His responsibilities included the security of classified networks and safeguarding of classified material. Dan graduated from the United States Naval Academy with a Bachelor of Science Degree in Computer Science.

  • Joanne Williams, VP of Accounting

    Joanne Williams has more than 20 years of management and leadership experience in the Accounting and Finance industry. As Vice President of Accounting, she oversees the daily operations of the accounting department, manages the preparation of all financial reports and prepares financial forecasts, budgets and proformas. She is also responsible for the monthly and annual close of company financial records, providing variance analysis and developing GAAP accounting policies and procedures with the CFO.

    Before joining Sierra7, Ms. Williams spent four years with HMS Technologies, Inc. as the Controller overseeing the daily accounting and payroll functions. She was responsible for preparing monthly and yearly financial statements and variance analysis for over 35 contracts with the Department of Veterans Affairs and other government agencies with revenues of $100M. Joanne also supported the yearly independent audits.

    Prior to joining HMS, Technologies, Inc. Joanne worked as a Project Controller for Truestone, LLC and Nakuuruq Solutions, LLC under the Akima umbrella of companies. As the project controller, she worked with accounting and program personnel at corporate HQ and business unit offices to reconcile local financial records with corporate accounting using Costpoint.

    Prior to supporting Akima, Joanne was Director of Finance and Administration with Proxy Aviation Systems, a startup company in pioneering optionally piloted aircraft and multi-aircraft cooperative flight control systems. There she was responsible for the accounting, HR and payroll functions. She also served as the Company Secretary on Proxy’s Board of Directors. Joanne’s multiple responsibilities included budgeting, forecasting, financial planning, pricing and analysis, financial accounting, public reporting and FAR compliance as well as development of indirect rate pools and supporting multiple DCAA and independent audits.

    Joanne is a Certified Public Accountant (CPA) and Certified Management Accountant (CMA). Joanne received her BS Degree in Accounting from the University of Maryland and holds a certificate in Government Contracting from George Mason University. Prior to earning her degree, Joanne spent six years in the United States Air Force. In her spare time, she volunteers with her local food bank and as a volunteer at the Barnesville School of Arts & Sciences.
