Rafael Fagundo, CEO
Rafael Fagundo has more than 25 years of business experience and more than 17 years in information technology, client care, and business development. At Sierra 7, Rafael is responsible for Sierra 7’s overall success. Previous to Sierra 7, Rafael was CEO of Xcalibur, Inc, an IT Government Consulting firm based in Reston, VA.
Prior to joining Xcalibur, Rafael was responsible for business development with Lockheed Martin Maritime Systems and Sensors group. At Lockheed Martin, Rafael worked to grow the U.S. Coast Guard’s largest recapitalization effort, the $17 billion dollar Integrated Deepwater System.
Before joining Lockheed Martin in 2003, Rafael served as President and CEO of ASPEN, an Application Service Provider based in Reston, VA. Rafael successfully led the sales, consulting, and operations units, ultimately executing a successful sale of the business to OutTask, a larger Application Service Provider based in Alexandria, VA. Prior to ASPEN, Rafael served as Chief Technology Officer at Warmcorners.com. In this capacity, Rafael successfully guided the development of Warmcorners’ e-commerce portal. Rafael also served as a Senior Manager at KPMG (now BearingPoint, Inc., delivering client relationship management solutions for Fortune 500 organizations.
Rafael also served as Vice President of Information Technology and Operations and ultimately Chief Information Officer for Max Worldwide, a leading strategic marketing firm with a significant client care specialty in Herndon, Virginia, Toronto, and London. In this capacity, he was responsible for all aspects of client care, including service delivery, technology, staffing, quality assurance, and training. Rafael also worked with USEC, a Global Energy Company, as Director of Information Systems. At USEC, Rafael led the re-engineering of all plant wide business systems and all information systems at the newly created headquarters.
In addition, Rafael worked on Capitol Hill as an aid to a member of the U.S. Senate. Rafael also worked for several political organizations ensuring appropriate operations and information technology. Rafael served more than 4 years in the U.S. Navy aboard the USS Kidd as well as for the Navy Judge Advocate General in Alexandria, VA. Rafael studied Business Management at the University of Phoenix and has also completed Six Sigma Training.
Richard Tucker, VP of Client Services
Richard Tucker provides senior leadership to oversee the successful delivery of Sierra7’s client services. He also provides oversight activities to develop Sierra7’s industry partner relationships. He aims to define and support the strategic direction that drives program and project success. His greatest strength is in establishing high-performing teams, where passion for the job and collaboration help to deliver the client’s strategic goals.
Richard has more than 20 years of corporate operations and governance, program management, business development, and information technology experience supporting federal government and Fortune 500 clients. His domain expertise includes full life cycle IT systems integration, software development, systems deployment, and program management office (PMO) governance. He possesses extensive experience with the Federal acquisition life cycle and IT investment management process.
Prior to joining Sierra7, Richard served as Director of Practice Management at a mid-sized government IT contracting firm, where he was responsible for resource management of more than 250 IT and PM professionals. Before this, he was with Deloitte Consulting, where he served as a senior advisor to strategic information technology initiatives at Veterans Affairs and for the State Department.
His other career experience includes serving as Vice President of Consulting for a midsize government consulting firm. In this role, he was responsible for all Federal Civilian Sector operations, leading teams to success at more than ten agencies. He was the lead program management advisor to the VA’s implementation of the Nationwide Health Information Network (NwHIN) project. Richard also authored the program management governance model to initiate the Virtual Lifetime Electronic Record (VLER) PMO, coordinating more than $250M in multi-year service contracts.
Prior to this position, Mr. Tucker held several executive level operations and business development roles with various companies including ICOR Partners, BearingPoint, and two successful venture capital-backed startups. Richard led the IT Investment Management team at Dept of Education, overseeing management and reporting of the department’s $750M IT budget. His team supported the delivery of DoED’s FY2010 budget ahead of schedule for its first time.
To the Department of the Interior, Richard served as Program Manager on a $120M SAP ERP system installation to support 70,000 users. He led PMO services to coordinate a 150-member team of functional and technical resources.
Prior to his career in federal consulting Richard served as Vice President of Professional Services for eDeploy, where he developed, launched and managed the go-to-market strategy for the eDeploy Professional Services group, delivering business-consulting services across US, Canada, Mexico, the UK, Europe, and the Pacific Rim.
Richard holds a Bachelors of Science Degree in Business Management. In addition, he is a certified Project Management Professional (PMP), a Certified Scrum Master (CSM), and he holds an ITIL 2011 Foundation designation. Richard is also certified in PRINCE2, the project management standard used across Europe and Asia.
Laurie Chapman, VP of Operations
Laurie Chapman has over 20 years of experience in the government contracting community. As Vice President of Operations for Sierra7, Laurie is responsible for contract management and the day to day operations of the company. Laurie utilizes her experience to supporting the clients and employees of Sierra 7 to maximize productivity and ensure customer satisfaction.
Prior to joining Sierra 7, Laurie was Director of Government Services at XcelHR, a national PEO organization, where she founded and created their Government Services and Staffing Division, creating millions in new revenue. Laurie oversaw compliance regulations with the ever-changing requirements for government contractors. She assisted over 500 government contracting companies in the areas of business development, proposal writing, teaming, performance and compliance with FAR, DFAR, CFAR, and DOL. With a passion to help small businesses succeed and a vast background in government contracting, she successfully facilitated the awarding of over $100 million in federal contracts and assisted her client companies in performing the responsibilities of those contracts with a high degree of customer satisfaction. Laurie also performed management analysis of client companies and assisted in creating management and operational plans for their growing businesses.
Additionally at her time there, she was able to help her clients reduce G&A and overhead, while increasing their productivity and profitability. She was able to do so by staying up to date on compliance regulations and monitoring areas like SCA guidelines, benefit solutions, and operations management. Laurie established working relationships with multiple program managers, acquisitions professionals and contracting officers inside government agencies including DoD, NASA, MDA, and FAA to name a few. She worked with small business liaison officers within large government contractors to pursue opportunities, developed and revised quarterly and annual business plans for the units, and implemented performance matrixes to ensure goal achievement. Laurie also performed extensive training and development courses in regards to compliance, human resources, capture management, staffing, recruiting, business development and contract performance.
Prior to her career at XcelHR, Laurie was the owner and founder of AES Consultants, a small government contracting and staffing firm. AES was successful for many years in helping small companies get started in the government and state contracting arenas. By assisting in teaming agreements, proposal writing, contract performance and staffing, AES was a vital part of over 400 awarded contracts. At AES, Laurie developed unique recruiting and staffing expertise in filling hard to find professionals in the areas of Cyber Security, Information Technology, Engineering, Program Management and Business Analytics. The company was also named employer of the year by a local college for training, hiring and placing their Information Technology students. AES was also the premier staffing firm for an Army contract placing over 400 certified individuals to work on an IT Helpdesk support contract nationally.
As a Huntsville, AL native, Laurie has worked with AMRDEC, NASA and MDA to help bring qualified talent and companies to the ever-growing government contracting community at Redstone Arsenal. She has worked with, and continues to work with, multiple state and federal agencies nationally. Laurie has a degree in Business Administration and her FCME from the University of Alabama in Huntsville. With many military members in her immediate and extended family, Laurie is dedicated to serving our men and women in uniform, our nation’s veterans, and ensuring the success of Sierra7.
Kim Irving, Director of Human Resources
Kimberly Irving has more than 20 years of experience in Human Resources and over 12 years in Accounting. As Director of Human Resources for Sierra7, Kimberly is responsible for sourcing, recruiting and onboarding new hires, and oversees administration of corporate benefits, payroll, as well as labor compliance and reporting. Kimberly’s focus is on minimizing employee-related overhead costs while maintaining a turnover rate that is well below industry benchmarks. By conducting employee performance reviews, maintaining HR policies and procedures, and implementing employee recognition programs at Sierra 7, Kimberly has created an environment where all Sierra 7 team members can succeed and want to work.
Before Sierra7, Kimberly was the Human Resource Generalist/Benefits Administrator for a mid-tier government contractor with over 500 employees. Kimberly also filled the role of Controller and handled the design and implementation of their Deltek accounting system. Prior to entering government contracting, Kimberly was Director of Human Resources and Credit Manager for Pennington Seed, Inc. At the start of her career, Kimberly worked as a Legal Secretary throughout high school and college, when she became a Certified Paralegal. She has also received PMP certification, and holds FMLA, Workers Comp., and STD/LTD certifications.
Kimberly’s extensive career history in human resources management provides valuable insight to creating a favorable work environment for all Sierra7 employees, a direct contributor to Sierra7’s corporate growth. Kimberly most enjoys working at Sierra7 through knowing that each employee that she supports is supporting our government clients, our military service men and women, and our Nation’s veterans.
